Avon C. James, B/Gen, USAF (Ret.)
Avon C. James, B/Gen, USAF (Ret.), has over forty-five years of experience in information systems to include telecommunications, teleprocessing, computers and preceding technologies. His experience ranges from panel wiring and computer programming to substantial management positions at locations throughout the world. In 1997, General James became Executive Vice President, Government Operations, Robbins-Gioia, Inc. and in 1998, he assumed the position of Chief Operating Officer. General James assumed the role of President for Robbins-Gioia in 1999. He retired in 2004. For the ten years preceding his affiliation with Robbins-Gioia, he was the President and CEO of James Associates, a consulting company engaged in the provisioning of information systems and management consulting services to a client base, ranging from Fortune 500 Companies to emerging small businesses. Earlier positions included Vice President, Federal Systems Division, Input Output Computer Services, Inc. and Director of Advanced Requirements, Systems and Applied Sciences Corporation. His final assignment of a 32-year career in the Air Force was Director, Computer Resources, HQ, USAF. In this position, he exercised oversight responsibility of the Air Force data automation program, which included 23,000 military and civilian computer professionals at 135 locations worldwide, and an annual operating budget of 1.4 billion dollars. Prior to that assignment, General James had served as Deputy Commander for Data Automation, Air Force Communications Command, where he was responsible for the command and management supervision of nine information systems organizations that previously comprised the Air Force Data Automation Agency. Earlier he had served as Chief of Staff, Electronic Systems Division, Air Force System Command during a period characterized by significant upgrades of the C4I capabilities of the Air Force represented by the acquisition of systems of significant national importance, i.e., AWACS, COBRA DANE, PAVE PAWS and the enhanced National Emergency Airborne Command Post. Other assignments included computer programmer/analyst positions in the USAF Command post and project manager at the Air Force Computer Acquisition Center (AFCAC). General James served on the Board of Directors, AFCEA International, in 1982 and 1983 (Associate Director). He also served as president, Air Force C4I Association and is a recipient of the Fed 100 Award. He holds an undergraduate degree in History/Political Science from Morgan State University and is a graduate of the Industrial College of the Armed Forces.
