In 2002, the U.S. Office of Personnel Management issued a memo stating: “The human capital challenges we face require that we utilize all available tools to meet performance goals.” Since then, human capital challenges have only increased, but we all know that federal agencies are not leveraging all of the tools in their arsenal to attract and retain the best and brightest employees for the federal workforce.

One of the strategies that has been proven to offer significant benefits for employees’ quality of life and job satisfaction—not to mention community health and well-being—is telework. Many agencies have established policies to identify workers eligible for telework, yet all too often, these telework arrangements simply don’t get implemented.
