Results from a recent GAO study of 34 executive-branch Continuity of Operations planning (COOP) plans revealed that 50 percent of the plans failed to prioritize essential agency functions. In response, the GAO recommended that the Undersecretary for Emergency Preparedness and Response ensure that agencies lacking a COOP plan develop one by May 1, 2004 (the agencies have since been granted an extension).
