Nation’s Most Critical Command, Control, And Communications Facility Wins Prestigious NAIOP Award December 8, 2003, Alexandria, VA Robbins-Gioia LLC, is pleased to announce that its customer, the Transportation Security Coordination Center, received an award of merit last month for project development in the Northern Virginia Chapter of the National Association of Industrial and Office Properties’ “Spirit of Excellence” Awards. The TSCC has come a long way since the early spring of 2003. In fact, it didn’t exist. The building was an empty shell with no facilities, utilities, or security. TSCC Director Curt Powell was given three months and less than $20 million to build arguably the nation’s most critical command, control, and communications facility. One of the first things he did was to utilize the services of Robbins-Gioia, an industry-leading PM firm headquartered in Alexandria, Va. “Let’s face it--there is no way I could have done this by myself,” said Powell. “The mix of the team was tailored to do this project. TSA and R-G were indistinguishable. There was a total integration of the team.” Powell said that the project was also blessed with an excellent builder, DAVIS Construction; architecture firm, The M Group; and construction management company, Akridge (who submitted the project for the NAIOP award). He added that the two superintendents, Dave Boyland and Tim Carr from DAVIS, were the best he had ever seen. At times there were as many as 300 tradesmen working on different components of the building at once. Building and finishing took place in a rolling wave. The carpet was laid from one end of the building to the other; right behind the carpet layers the movers were positioning furniture; and right behind them the IT people were installing computer systems. After 97 days of working six days a week (Powell gave workers Sundays off because they were on schedule), 12 to 18 hours a day, the build-out was completed within its $18.3 million budget. But perhaps the biggest key to success was the commitment from all involved. “We appealed to peoples’ patriotism,” said Powell. “And we appealed to their pride. We said, ‘People think we can’t do this. But the Pentagon was built in 14 months--I know we can do this!’ Everyone got on board.” About the TSA About NAIOP About Robbins-Gioia
