Robbins-Gioia Appoints Jim Picard, Intelligence Operations Director,
and Bruce Anich, Defense Managing Director, Of Its Defense and Intelligence Division
December 10, 2007, Alexandria, VA—Robbins-Gioia, LLC, the leading provider of project management services, announced today the appointment of Jim Picard, intelligence operations director, and Bruce Anich, defense managing director, of its Defense and Intelligence Division. The two appointees have corresponding roles in the new division.

Most recently, Picard was account executive of R-G’s Intelligence Community Division. He brings more than 25 years of leadership in leading-edge executive management, consulting and program management experience with U.S. government agencies, international organizations and large-scale commercial enterprises. Previous senior management and consulting positions at Robbins-Gioia include assignments as senior consultant to the Office of the CIO, Department of Homeland Security and Chief of Staff, U.S. Customs. Picard also served as deputy sanctions coordinator for the Office of Bosnia Sanctions Operations for Security and Cooperation in Europe (OSCE); senior customs adviser for the Haitian Border Control Mission; and senior customs adviser, Office of Foreign Missions, Department of State. In addition, he has served as a senior international program manager and consultant for the American Red Cross, the United Nations, the European Commission, the OSCE and the World Bank.

Anich has 29 years of management experience in the Department of Defense and private sector. After serving 20 years in the Marine Corps predominately in the Fleet Marine Forces, most recently at the Headquarters Battalion, Headquarters Marine Corps in Arlington, Va., Anich joined R-G in 1998 as a senior program analyst. In 2000, Anich was named operations manager and program director for the Project Coordination Office, Office of Information Technology, Administrative Office of the United States Courts. He was promoted to Director of the Program Services Group for R-G’s Civil Division in 2006.
